เรื่อง การลงทะเบียนขอหนังสือรับรองเพื่อเดินทางเข้าราชอาณาจักรผ่านระบบออนไลน์ (COE Online)

สถานกงสุลใหญ่ ณ นครคุนหมิง ขอประกาศให้คนไทยและชาวต่างชาติซึ่งพำนักอยู่ในมณฑลยูนนาน กุ้ยโจว และหูหนาน ที่มีความประสงค์และได้รับอนุญาตให้เดินทางเข้าราชอาณาจักรไทยทราบว่า สถานกงสุลใหญ่ฯ จะเริ่มใช้ระบบลงทะเบียนออนไลน์ เพื่อขอรับหนังสือรับรองการเดินทางเข้าราชอาณาจักร (Certificate of Entry - COE) ตั้งแต่วันที่ 30 พฤศจิกายน 2563 เป็นต้นไป

ในการนี้ ท่านสามารถลงทะเบียนขอรับ COE ออนไลน์ได้ที่เว็บไซต์ coethailand.mfa.go.th โดยสามารถศึกษาข้อมูลได้จากเว็บไซต์ kunming.thaiembassy.org ทั้งนี้ หากประสงค์ขอทราบข้อมูลเพิ่มเติม กรุณาสอบถามได้ทางโทรศัพท์ (0871) 63149296 หรืออีเมล [email protected]

Announcement of the Royal Thai Consulate-General in Kunming
Regarding online registration for Certificates of Entry (COE) for travel to Thailand

The Royal Thai Consulate-General (RTCG) in Kunming wishes to inform foreign nationals in Yunnan, Guizhou and Hunan provinces who are permitted to enter the Kingdom of Thailand under the current regulations that, from 30 November 2020, the RTCG will commence registration for Certificates of Entry (COE) for travel to Thailand through the online system.

泰王国驻昆明总领事馆谨告知居住在云南省、贵州省和湖南省的有意向并获许前往泰国的外籍公民，自2020年11月30日起，我馆开始实行电子申请入境许可（COE）。

Alternative State Quarantine (ASQ):

Quarantine Measures for Traveling to Thailand from 1 April 2021

• Quarantine period for travellers from countries with no cases of COVID-19 variant strains will be for no less than 10 days (11 nights).
  
  
• Quarantine period for travellers from countries with cases of COVID-19 variant strains remains 14 days.
  • The list of countries will be updated every month, or as considered necessary, by the Ministry of Public Health of Thailand
  • At present, China is not on this list.
    
    
• Travellers with a Vaccine Certificate, and travelling from countries with no cases of COVID-19 variant strains, may be eligible for Quarantine period of no less than 7 days.
  • This applies only for those who are vaccinated against COVID-19 with a vaccine approved by the World Health Organisation (WHO) or the Ministry of Public Health of Thailand, no less than 14 days prior to the date of travelling.
  • At present, approved COVID-19 vaccines are: Pfizer, AstraZeneca, Covishield (India), Sinovac and Johnson&Johnson.
  • Travellers must present the Vaccine Certificate (Original in paper form, or a print-out of Online Certificate) to Health Control at the port of arrival, otherwise a Quarantine period of no less than 10 days will apply. Acceptable formats of Vaccine Certificate for travellers from Yunnan, Guizhou, and Hunan Provinces will be announced as soon as possible.
    

自2021年4月1日起前往泰国旅行的隔离措施

• 对来自未发现新冠肺炎变异株病例国家的旅客的隔离期不少于10天(11晚)。
  
  
• 对来自发现新冠肺炎变异株病例国家的旅客的隔离期仍为14天。
• 泰国公共卫生部将每月或视需要更新国家名单。
• 目前，中国不在该名单上。
  
  
• 来自于未发现新冠肺炎变异株病例国家，且持有疫苗接种证书的旅客，隔离期不少于7天。
• 只适用于在旅行日期前不少于14天，接种过世界卫生组织(WHO)
  或泰国公共卫生部批准的新冠肺炎疫苗者。
• 目前，已获批准的新冠肺炎疫苗有：辉瑞、阿斯利康、科维希尔
  (印度)、中国科兴和强生。
• 旅客必须向抵达口岸的卫生监督部门出示疫苗接种证明(纸质原件 或打印出来的在线证明)，否则将需要进行为期10天的隔离。      云南、贵州、湖南三省旅客可接受的疫苗接种证明格式将被尽快公布。

- Please ensure that your proof of reservation states clearly that it is an ASQ/ALQ reservation.

- The updated list of hotels approved by the Ministry of Public Health of Thailand as ASQ/ALQ facilities can be found at hsscovid.com.

- Passengers arriving in Thailand at Suvarnabhumi Airport (BKK) or Don Mueang International Airport (DMK) may only use ASQ hotels in Bangkok, and ALQ hotels in Chonburi and Prachinburi Provinces.

Health Insurance: 

COVID-19 Medical Insurance for Foreigners Traveling to Thailand

• Please note that Medical Insurance, covering health care and treatment expenses for COVID-19, with a coverage amount of no less than USD 100,000, is required for Certificate of Entry (COE) applications and travel to Thailand.
  
• Coverage must begin from the time of your arrival, and should cover the duration of your stay in Thailand. Coverage must also include health care and treatment expenses for asymptomatic cases of COVID-19.
  
  
• Foreigners traveling to Thailand are encouraged to purchase medical insurance policies from insurance providers who are registered in Thailand and certified by the Office of Insurance Commission (OIC) of Thailand.

赴泰外国人新冠肺炎医疗保险

• 请注意，申请入境许可（COE）及前往泰国旅行需要购买额度不低于100,000美元的涵盖新冠肺炎医治费用的健康险保。
  
  
• 保险有效期必须从您抵达时开始，并应涵盖您在泰国的停留时间。保险范围还必须包括无症状新冠肺炎病例的医治费用。
  
  
• 建议前往泰国旅游的外国人向在泰国注册并经泰国保险委员会（OIC）认证的保险公司购买医疗保险。

Medical Certificates:

COVID-19 – Related Measures for Travel to Thailand

• From 1 April 2021, Non-Thai nationals traveling to Thailand are no longer required to carry “Fit-to-Fly” Health Certificates.
• A medical certificate, with laboratory result indicating that COVID-19 is NOT detected (by RT-PCR method), issued no more than 72 hours before travel, is still required .(Medical certificates must be in English)

Golf Quarantine

Golf Quarantine (GQ)

• Passengers traveling to Thailand may now choose to undergo quarantine at Golf Courses approved by the Ministry of Public Health of Thailand as “Golf Quarantine” (GQ) facilities.
• The list of GQ facilities can be found at hsscovid.com
• Please contact the Golf Course, or authorised agents, directly to make reservations. Your reservation must be made as “GQ Packages”.
• The Golf Course will set your date of travel to Thailand, according to group arrangements and availability.
• Confirmation Letters (for golfers) or Affidavits of Support (for accompanying persons), certified by the Ministry of Public Health of Thailand, must be shown in order to be issued with Certificates of Entry (COE) to Thailand.

- 前往泰王国的旅客可以选择在泰王国卫生部批准的高尔夫俱乐部（GQ）接受隔离。

- 您可以通过www.hsscovid.com查看高尔夫俱乐部（GQ）名单。

- 您可以直接与高尔夫俱乐部或授权代理商联系预订，请您确认所预定的是“高尔夫俱乐部隔离套餐”（“GQ Packages”）

- 高尔夫俱乐部将根据团队安排和可行性为您确定赴泰行程。

- 须出示泰王国卫生部出具的确认函（针对高尔夫俱乐部隔离人员）或宣誓书（针对陪同人员），以便您能申请入境泰王国的入境许可（COE）。
